Victoria is one of the states in Australia that does not require you to have complete an owner builder course.

Owner Builder Victoria - certificate of consent
If you ever decide to be an owner builder and the building work (including labour costs and materials) is valued over $12,000, then you would need to apply for a “Certificate on consent”. A certificate of consent is an approval written to grant you a building permit as well as the right of becoming an owner builder to build a house on your own land.
The fee for a certificate of consent would usually be around $96.18 (at time of writing) but however, the applicant must take into consideration that the fee is non-refundable regardless whether the application is approved or not.
Owner Builder Victoria - how to apply?
This rule generally applies to most of the states in Australia. The certificate must then be provided to your appropriate building surveyor to be able to receive a building permit for your home. But remember that you can only submit an application for the certificate if you have the intention of living in the building once the construction process is completed.
